创新是五大发展理念之首,居于国家发展全局的核心位置。专利作为测量创新的指标在学术研究、政策制定和企业决策中得到广泛运用。本文基于文献分析方法,为利用专利这一指标来测量创新提供了更加稳健的依据。文章首先指出用专利作为创新指标的理论联系、数据特性和制度基础,并总结了选择偏误、样本异化和制度差异等可能的误差来源。进一步地,提出使用多指标或构建综合指标,进行分组处理,界定专利质量,使用一致专利制度下的数据等降低误差的方法。最后,提出适用专利指标的步骤建议,认为应当根据研究的对象和目的,建立样本专利数据库,选择专利指标的基础形式,进而构建合适的专利指标。
