摘要
20世纪60年代以来,人们对非营利组织的兴趣不断高涨,政府—非营利组织关系也日益受到学者们的重视。政府对这一关系的认识决定了政府对非营利组织的态度。西方政府—非营利组织关系研究的理论基础通常都源自于部门失灵理论,而跨部门理论则说明了政府同非营利组织之间存在与发展的是怎样的关系模式。本文通过回顾相关理论,旨在探讨其在我国背景下的适用性,分析我国政府—非营利组织关系发展现状并提出若干治理措施。
