3265创业意愿与创业行为关系研究呈现出掎角局面，即“创业意愿和创业行为关系一致性”与“创业意愿和创业行为关系不一致性”共存。本文选取主流权威期刊发表的相关文献，对创业意愿与创业行为关系研究进行回顾，发现二者关系一致性的研究主要以“创业意愿足够强必然激发创业行为”为前提，还不能揭示创业意愿和创业行为关系的完整图景，而探索二者关系不一致性有助于弥补这一不足。创业意愿和创业行为关系不一致性的研究已经萌芽，并基于行为阶段理论、损失认知和冲动驱动取得了部分探索性成果，对其拓展深化还需立足新时代背景的创业活动不确定性，揭示损失认知成因机制、冲动驱动启动机制和不一致性应对机制在不确定情境下的具体作用规律。最终，本文阐述未来研究可以从细化意愿行为内容、拓展研究层次、动态跟踪研究、定性比较分析和量表开发与检验等方面，丰富创业意愿与创业行为不一致性的理论内容。
