基于2005—2019年中国284个地级及以上城市面板数据,以“宽带中国”示范城市项目为切入点构建“准自然实验”,采用多期双重差分模型评估信息基础设施建设的创业效应。研究发现:与非示范城市相比,“宽带中国”示范城市建设对示范城市的创业具有显著的促进作用,显著增加了示范城市新创企业数量。这一结果经过PSM-DID检验、安慰剂检验、更换变量测量方式、优化样本等一系列稳健性检验后依然有效。机制分析发现,“宽带中国”示范城市建设可以通过激发城市创新和提升人力资本水平的中间机制作用于创业,数字普惠金融发展作为中间机制在统计上不显著。异质性分析显示,“宽带中国”示范城市建设对创业的影响因城市行政等级、地理区位、创业水平和行业类型不同而存在差异,示范城市建设对普通地级市、东部城市、高创业水平城市以及建筑业、生活性服务业和生产性服务业的创业影响尤为明显。本文的研究结论明确了宽带网络基础设施建设的创业效应,对政府进一步推进“新基建”、网络强国和数字中国建设具有启示意义。
