中小企业政策演变特征与前沿研究

摘要
本文以世界主要国家和地区历年的中小企业政策、法规和文件为研究样本,通过统计分析揭示了中小企业政策的演变规律:中小企业政策从保护到扶持,从单一到系统,从权宜到重视的演化。各国中小企业政策的发展过程反映了政策与经济的适应性以及政策的阶段性、时效性和持续性等特征。认识这些演变特征对于我国制定中小企业政策具有一定的启示意义。最后,本文还对中小企业政策的发展前沿进行了探讨。
