2283本文从产业政策实施手段出发，实证检验了财政补贴、税收优惠、信贷支持和关税等产业政策对“专精特新”中小企业全要素生产率和创新的影响。研究发现，基于公平竞争的产业政策显著提高了“专精特新”企业的全要素生产率。基于公平竞争的产业政策通过缓解融资约束，对中小“专精特新”企业的促进效果比对大企业更显著，在市场化程度更高和知识产权保护更好的地区，产业政策的促进效果更显著。本文丰富和拓展了产业政策对“专精特新”企业发展有效性的相关文献，对产业政策的设计和实施有一定的借鉴意义。
