265为了探究针对性可持续发展政策的真实作用，本文利用2015—2020年沪深A股上市公司数据，使用双重差分法检验了国家可持续发展议程创新示范区对企业绿色创新行为的影响。研究表明，创新示范区政策能够促进试点地区企业的绿色创新活动，具体表现为企业绿色专利申请数量显著增加。该政策在“自然资源驱动型”地区提升了企业的绿色创新质量，即企业发明型绿色专利申请数增加。而在“现代城市建设型”地区则导致企业绿色创新行为出现“量增质减”的创新扭曲现象，即企业发明型绿色专利申请数减少。这种扭曲现象在外部关注度较高及存在长效激励的企业中表现较弱。本文证明了政策的主要作用机制，即资金投入与技术支持。研究结果丰富与补充了有关可持续发展政策与企业绿色创新行为的现有文献，为后续相关政策的制定与完善提供了理论支撑和经验证据。
