金融的根本宗旨是服务实体经济高质量发展。近年来,债券市场违约潮频发严重制约了债券融资,在此背景下,我国监管层创新了信用保护工具(以下简称CRM)监管规则和实践模式,推动了债券市场融资功能的恢复和金融资源的有效配置。科学评估CRM创新实践的政策效果,对于推动通过创新来完善金融功能、服务实体经济高质量发展具有实践启示。文章从企业投资效率的视角考察了CRM对实体经济质效的服务效果。研究结果发现,创设CRM能够同时降低企业投资不足与过度投资程度,有效抑制了企业的非效率投资现象;CRM主要通过缓解企业融资约束和积极参与治理的机制提高企业投资效率;CRM提升民营企业投资效率的效果更明显,且当CRM创设规模越高时,其提升投资效率的效果越强。总之,CRM作为一项金融制度创新下的金融产品,具有较好的增信效果和治理效果,能够有效助推经济高质量发展。文章的研究厘清了CRM影响企业投资效率的具体作用机制,为如何科学发展金融创新、服务实体经济质效提供了有益启示。
