Metropolitan groups are becoming the core bearing capacity of a country’s comprehensive strength worldwide. As a national strategy, the development of regional integration in the Yangtze River Delta has grasped the important role of world-class city groups in the competition of comprehensive national strength, and highlighted the great significance of the Yangtze River Delta in the process of China’s entering the 21st century as a global power. The high-quality integrated development of culture industry in the Yangtze River Delta is an important part of the implementation of this national strategy. Based on the practical needs of implementing the national strategy and the scientific perspective of exploring the law of development of culture industry in large urban agglomerations, this paper studies the strategic mission, international comparison, advantage resources and implementation priorities of the high-quality integrated development of culture industry in the Yangtze River Delta in the new era. The so-called “high-quality” requires the Yangtze River Delta to truly become an active growth pole and upgrading model area for the development of national culture industry, and to play a pivotal role in international cultural cooperation and cultural trade; “integration” requires the four provinces and cities of the Yangtze River Delta to promote the high integration of culture industry in policy, market, opening up and other aspects, and form an interconnected culture industry community. In order to achieve this goal, culture industry in the Yangtze River Delta needs to learn from the experience of the upgrading of the world’s major urban agglomerations and highlight the key development contents: to tap the common Jiangnan cultural genes in the Yangtze River Delta and elucidate them in a modern sense; to strengthen the drive of innovation and expand the industrial clusters with different characteristics; to promote the global flow of various industrial elements and speed up the interconnection of regional culture industries; to establish innovative entrepreneurial organization structure, so as to let all enterprises participating in the network share the innovation achievements, and export capital flow, technology flow and information flow to the surrounding areas; to highlight the new advantages of opening up, understand the rules of the international cultural market, and improve the international operation level in the process of promoting the two-way flow of domestic and foreign cultural resources, so as to become the Asia Pacific Gateway for China to participate in the global culture industry chain with two major sectors radiating to the inland region and to the Asia Pacific region.
