行业景气程度、政府支持力度与企业扩张决策——基于中小企业调查问卷的分析

扩张并不完全是企业在对行业前景持乐观预期下的自主行为,而在很多时候是政府影响下的被动选择。文章利用2011年全国483家中小企业的问卷调查数据研究发现,目前我国地方政府往往在行业较为景气时给予中小企业较大的支持,而地方政府对中小企业的支持的确能够促使企业扩张。但政府对中小企业的支持并不能完全替代行业景气因素对企业扩张的影响,企业扩张在一定程度上仍取决于自身发展情况和整体市场环境。

①我国很多地区的经济发展结构较为单一,严重依赖于某些行业或大型企业。因此,当行业前景较差、企业面临困境时,政府的财政收入会相对减少,地方政府在考虑给予企业支持时也往往需要考虑自身财力。
②设置“地方政府支持”问题是为了向企业调查地方政府目前对企业的实际支持力度,企业会根据实际情况做出答复。对该问题的答复是企业感受到的而不是预期或期望的政府支持力度。因此,在回归分析中,地方政府支持力度(Govsup)的系数说明了地方政府对企业的实际支持力度对其扩张决策的影响。
③采用1 349份有效调查问卷的统计结果与483份样本问卷一致。
