环境标志认证作为典型的自愿型环境规制措施,是政府积极构建多元主体参与的生态环境治理体系的重要体现。文章首先厘清了环境标志认证影响企业出口持续时间的内在机理及作用机制;然后,利用2000—2014年中国工业企业数据库、中国海关数据库和生态环境部公布的通过环境标志认证企业名单的匹配数据,以环境标志认证为准自然实验,运用双重差分模型(DID)识别其影响企业出口持续时间的政策净效应。结果发现:环境标志认证可以显著延长企业出口持续时间,且该结论在进行安慰剂检验、变换样本及排除其他政策干扰等多重情景下依然稳健;环境标志认证对企业出口持续时间的影响因企业融资约束水平高低、行业污染程度差异和地区数字经济发展水平不同而存在显著异质性。机制检验发现,环境标志认证虽然会增加遵循成本使得企业出口持续时间下降,但可以通过缓解信息不对称和倒逼技术创新两条渠道延长企业出口持续时间。进一步的拓展性分析表明,出口韧性的提升对环境标志认证影响企业出口持续时间具有正向调节效应。因此,持续扩大环境标志认证的覆盖范围,不断完善环境标志认证的制度设计,不仅是增强企业出口持续时间的有效手段,也是稳定贸易关系并促进经济高质量发展的重要抓手。
