摘要
集群政策是由政府或其他公共主体制定和实施的 ,以集群为服务对象的各种政策和措施的总和 ,它在促进集群发展 ,发挥集群效应和繁荣区域或国家经济方面具有重要的作用。本文依次分析了集群政策的含义及发展过程、功能目标、分类、设计和实施以及评价 ,最后总结了对我国发展集群的启示
