产业政策作为政府实现特定产业发展目标的一种工具,其实施效果密切依赖于产业特征及具体的制度环境。文章以中国式分权制度为背景,研究了经济分权对产业政策实施效果的影响。理论研究表明,经济上的相对分权对产业政策实施效果具有负面的影响,但政治上的相对集权弱化了经济分权的负面效应。中国式产业政策的实施效果取决于不同层级政府之间(政治上)集权与(经济上)分权的协调和平衡。运用中国工业企业层面的数据研究发现,中央政府与地方政府之间的财政分权程度每提高1个单位,政府补贴对企业
