当前中国经济面临构建双循环发展格局和深化创新驱动发展的转型压力。文章利用“宽带中国”战略评估了网络基础设施建设对城市间合作创新的影响,并检验了多批次试点政策的推广效应。研究发现,“宽带中国”战略显著促进了城市间合作创新的发展,平均而言,该战略的实施使试点城市的城市间合作专利数(每万人)提高约0.890个,且该政策具有推广效应。机制检验表明,“宽带中国”战略通过促进城市本地高新技术产业发展,拓展城市间合作创新的空间外延,从而有利于城市间合作创新。异质性检验表明,“宽带中国”战略对东部省份城市和南部省份城市的合作创新影响更大。另外,城市人口规模和城市合作专利类型的不同是导致“宽带中国”战略政策效果产生异质性的原因。文章结论为中国完善网络基础设施建设,深化城市间合作创新,进而加快形成双循环新发展格局提供了政策启示。
