技术、国际贸易与中国工业发展方式的绿色转变

在中国深入参与经济全球化的过程中,考察中国的工业发展方式转变,不能不考虑国际贸易因素。文章综合采用LMDI分解分析和回归分析方法,全面考查并测算了国际贸易影响中国工业发展方式绿色转变的技术效应和结构效应。研究表明:(1)生产的技术清洁度提升是中国工业发展方式绿色转变的主要原因;(2)国际贸易显著促进了工业SO2和CO2减排的技术进步,且对SO2而言,该作用在强有力的环境管制下得到了更为有效的发挥;(3)国际贸易的“污染天堂假说”在中国仅得到了微弱的支持,主要是净出口规模快速扩张的结果。因此,污染排放尚未成为影响中国参与国际分工的重要因素,推动工业发展方式的绿色转变应着力于技术层面,促使环境管制与贸易开放形成良好的互动关系。
