大数据、云计算和人工智能等科技进步红利的充分释放,促使中国消费在需求侧呈现出多元化、数字化特征。如何通过数字化消费转型引导城市创新创业新业态发展,对扩大内需与深化供给侧结构性改革具有重要的现实意义。文章以中国信息消费试点政策作为数字化消费的准自然实验,利用天眼查微观企业注册数据,结合交叠双重差分方法实证检验数字化消费政策对城市创业水平的影响。研究发现:(1)数字化消费驱动政策显著提高了城市创业水平,且该政策的创业提升效应与大数据综合试验区、智慧城市建设等数字经济政策存在显著的政策联动效应。(2)数字化消费驱动政策主要通过要素集聚效应以及数字化应用效应提高城市创业水平。(3)数字化消费驱动政策的城市创业提升效应在市场化水平更高、网络基础设施建设更具优势的地区表现更为明显,且主要提高了城市智能制造业和新兴服务业的创业水平,进而推动了高端制造及服务业升级。文章的研究为充分发挥数字化消费驱动政策的创业效应和推动供给侧数字化创业转型提供了政策依据。
