为了实现科技进步与创新发展,中国长期重视引入外资。事实上,外资对中国社会经济发展做出了巨大贡献,但需要注意的是,部分传统外资存在低质量、加剧市场竞争与技术溢出边际减弱等问题,导致其对中国创新的促进作用在不断下降。为此,文章提出并论证可以通过引入以“在中国创造”的研发中心外企为代表的高质量新式外资来解决以上问题。文章基于2004—2020年城市—行业—年份面板数据,实证研究发现:(1)城市—行业层面在位外企规模对创新水平的影响很小且不显著,而研发中心外企进入却产生了显著且巨大的创新促进作用。(2)研发中心外企可以助力新质生产力的关键产业发展,即研发中心外企对高技术产业和战略性新兴产业这两类产业的创新促进作用更强。文章既发现了可以通过引入以研发中心外企为代表的高质量新式外资,推动外资从“在中国制造”向“在中国创造”升级,助力中国提升自主创新能力,培育新质生产力,也证明了中国充分引进高质量新式外资、大力发展新质生产力等相关政策的正确性、前瞻性与必要性。
