欧盟东扩与中欧国家的货币汇率政策

摘要
本文主要考察了中欧地区 8个转型经济国家 ,在欧盟东扩过程中实施的货币汇率政策 ,揭示了中欧 8国货币汇率政策所面对的资本流动自由化以及《马斯特里赫特条约》(以下简称《马约》)的挑战 ,分析了各国应对这些挑战而进行的货币汇率政策调整 ,同时探讨了各国为加入欧元区必须调整的汇率制度和货币政策。
①在目前欧盟15个成员国中,英国、丹麦、瑞典尚未加入EMU。其中,英国和丹麦拥有选择权,而瑞典则有意识地不参加欧洲货币体系的汇率机制(ERM ),没有满足《马约》关于加入EMU的要求。
②若以Q表示实际汇率,E为本币兑欧元的名义汇率,P为本国物价水平,P 为欧元区物价水平,则Q =EP/P 。若E、P、P 都稳定,则Q也稳定。
