网络餐饮为消费者就餐带来了便利,同时也对潜藏的食品安全问题提出了新的挑战。文章系统分析了消费偏好对消费者经历网络餐饮食品安全事件概率的影响与机制,并识别了不同监管主体的调节作用。在理论分析的基础上,运用上海市消费者调查数据进行了实证分析。结果表明,网络餐饮存在“柠檬市场”困境,便捷偏好、价格偏好对消费者经历食品安全事件的概率有显著正向影响。但在政府监管、平台监管和媒体监督下,网络餐饮的“柠檬市场”困境被缓解。此外,安全意识、维权意识和信息渠道也能削弱消费偏好对消费者经历食品安全事件概率的影响。文章认为,完善网络餐饮的食品安全保障机制,需要在社会共治理念的引领下,充分发挥多方主体的监督作用,促进政府主导型治理向“政府主导、社会协同、公众参与”的协同型治理转变。
