针对当前中国制造业产业集聚中较为普遍的拥挤效应及转型升级困境,文章采用2012年世界银行对中国企业营商环境的调查数据和中国工业企业数据库,考察了产业集聚对制造业企业技术创新模式的作用机制和微观影响。实证结果显示,产业集聚显著降低了企业选择高端创新模式的概率。原因在于,政府干预的行为惯性为制造业企业集聚营造了依赖低成本竞争的生存环境,导致了企业技术创新模式的低端化。文章将这种环境下企业低端创新模式的集体选择行为界定为一种特定形式的"创新惰性"。为扭转这一现象,需要政府在增强产业集聚市场力量方面积极介入,诸如有利于市场竞争的有效管制和产权保护,均能提升企业创新意愿并同时减弱产业集聚的负向影响。进一步对其传导机制的检验表明,低成本竞争战略确实是产业集聚致使创新模式低端化的一个可能途径。文章的研究结论为激发企业创新活性、促进产业转型升级、规范与转变政府行为进而实现集聚条件下的创新驱动发展提供了有益的启示。
